4. Construct GIS Program
The next task is to clearly identify and document the business opportunities where GIS solutions can add value. Prioritizing these business opportunities then becomes an iterative process that requires collaboration and consultation. It is an essential prerequisite to building a financial case based on proven, benefits-focused analysis.
The business opportunities defined in chapter 3 will be used to define discrete GIS and, possibly, non-GIS projects. The process of constructing a GIS program begins with identifying and grouping the project resource elements that will be needed to implement each business opportunity.
